How to potty train 5 month old hyper puppy?

I have marked his timing wen he does his potty. I take him out immideately outside for a walk but he would do everythin but his potty while he's outside and once I get him home even after an hour he wil let go tht very minute! I've tried paper training and also potty training pads but he would tear them apart instead of doing potty on them. I live in an apartment and I cannot leave him alone outside cuz there are other ferocious dogs in my locality! Please help!
