What is the best drugstore eyeshadow primer for oily lids?

I have an oily lid in the summer, but in the winter it's normal.. I need an affordable eyeshadow primer that WON'T CREASE, SLID OFF, and FADE. If you know what brand is it? where can i buy it? Can I get it from Zellers?Walmart?Shoppers Drug Mart? Thank You. ;]
