What does this dog's behaviour mean?

THeres this aptly named dog 'Rocky ' who is like the pack leader of all the street dogs of my locality. He usually saw my german shepherd as a rival and growled when within a certain distance of him with eyes averted. but today he began whining before kaiser my dog. NOt emphatically but high pitched and short with no change in his facial expression... what does this mean?
