My eyeliner always goes into my creases, and ends up only being on the corners of my eyes, help?

No matter how much primer I use, or if I don't use any, my eyeliner or any eye makeup ends up looking all greasy and it goes into the creases and ends up being anywhere BUT where I put it. And it only stays on my waterline for like 3 minutes. HELP!?
