Is it the responsibility of the employed Ranger to recover and dispose of dead animals in their shire locality?

how can an ordinary gardener tell if the animal has a chip or was baited or has a disease that could spread to other animals in the town ... and what about notifying the owners? ... and if the animal is ferral, has it brought in disease to the town, is ferral animals a problem? ... is this not a responsibility of the town ranger?
