You forgot that you are living in India with indifferent people and Corrupt Municipalities. There are so many things I would like to do, but the Govt ensures that there is no Phone provision to report to the officials concerned. Even letters sent by Registered Post duly acknowledged is lying in their waste paper basket. Collar the Corpora tor and shame him before the neighbourhood. Youths like you are required to settle the matter as the oldies have got used to the indifference and some of them are in cahoots with the Municipalities. The last time I had this problem, I barged into the Commissioner's room and told him assertively of the happenings. It was rectified but it has started again. Let the other residents also complain about the matter, they too are affected by it. Why should you alone be termed as a mischief monger. The Corpora tors have their own vested interests in getting themselves elected. Just go along with the neighbors in a delegation, you may lead it and submit a memorandum to the Commissioner and publicize it in some local newspaper. This will surely have some effect.
