What fly mod is best for building in minecraft?

I want a mod that is best for building ON MULTIPLAYER! The fly mod in single player commands is what im looking for. Easy to fly and when you stop moving you stop flying and HOVER. If there is a mod out there like this please let me know. I don't want the zombies fly mod because you can't change the speed. If im wrong please let me know.
